Russia Permits Financial Institutions to Offer Crypto-Linked Instruments to Qualified Investors

The Bank of Russia has announced that financial institutions may now offer crypto-linked financial instruments to qualified investors. Derivatives, securities, and digital financial assets tied to cryptocurrency prices fall under this new allowance.

Russia’s stance on crypto has softened as the asset class reaches new highs. While direct crypto investments remain discouraged, the central bank is considering a three-year experimental regime for qualified investors. Discussions are ongoing, with no set deadline for the proposed crypto exchange targeting highly qualified investors.

Risk management remains a priority. The central bank urged credit institutions to exercise caution, ensuring adequate capital coverage and individual limits for crypto-linked instruments. A conservative regulatory approach for credit institutions’ crypto-related risks will be formalized within the year.
